Understanding rent cap differences is the single most important compliance requirement for multi-emirate property managers. Getting it wrong leads to rental disputes, tenant complaints, and potential fines.

The 4 Rent Cap Models in UAE

Model 1: Tiered (Dubai Only)

Dubai uses a 5-band system based on the gap between current rent and RERA Smart Rental Index market average:

  • Within 10% of market: 0% (no increase)
  • 11-20% below market: Up to 5%
  • 21-30% below market: Up to 10%
  • 31-40% below market: Up to 15%
  • 40%+ below market: Up to 20%

Model 2: Flat Cap (Abu Dhabi, Fujairah, RAK, UAQ)

A simple maximum percentage applied to all renewals regardless of market:

  • Abu Dhabi: 5% (Resolution 14/2016)
  • Fujairah: 5% (Law No. 1 of 2011)
  • RAK: 5% residential / 7% commercial
  • UAQ: 10% (Law 3/2008) โ€” highest in UAE

Model 3: Freeze + Cap (Sharjah, Ajman)

A rent freeze period where NO increase is allowed, followed by a capped increase:

  • Sharjah: 3-year freeze, then 20% max every 2 years (Law 5/2024)
  • Ajman: 3-year freeze, then 20% max (Decree 2/2017)

Model 4: Freeze + Flat (RAK)

RAK combines freeze AND flat cap:

  • Residential: 3-year freeze, then 5%/year
  • Commercial: 2-year freeze, then 7%/year
