The 4 Rent Cap Models in UAE
Model 1: Tiered (Dubai Only)
Dubai uses a 5-band system based on the gap between current rent and RERA Smart Rental Index market average:
- Within 10% of market: 0% (no increase)
- 11-20% below market: Up to 5%
- 21-30% below market: Up to 10%
- 31-40% below market: Up to 15%
- 40%+ below market: Up to 20%
Model 2: Flat Cap (Abu Dhabi, Fujairah, RAK, UAQ)
A simple maximum percentage applied to all renewals regardless of market:
- Abu Dhabi: 5% (Resolution 14/2016)
- Fujairah: 5% (Law No. 1 of 2011)
- RAK: 5% residential / 7% commercial

A rent freeze period where NO increase is allowed, followed by a capped increase:

Model 4: Freeze + Flat (RAK)
RAK combines freeze AND flat cap:
- Residential: 3-year freeze, then 5%/year
- Commercial: 2-year freeze, then 7%/year
